Description
A possible American prisoner of war camp in Ha Tay province is located in a July 1972 CIA item. Ha Tay wraps around Hanoi's western side, close to the capital's known prisons. The word possible does heavy work in the heading: the site was reported, not confirmed.
Unconfirmed camps posed a lasting dilemma for the accounting. Chasing every rumor wasted effort, yet ignoring one could abandon a living man. Analysts recorded the location and its uncertainty together, honestly. Later evidence might promote or kill the lead. This file is that honest record: a place on the map with a question mark kept beside it.
